You cannot have starting wings Alpha, Beta, or Gamma marked as a reinforcement. Instead, give them arrival cues.

Example:
key-pressed
--1

This will trigger Beta or Gamma wings to arrive just like reinforcements.

Starting wings are wings that can be found in the Ship Selection/Ship Loadout thingys. Even though Delta and Epsilon appear on the wingman stat thingy on your HUD, they aren't considered starting wings.
