Found a nifty little program that lets you adjust your audio with pre-amp + a graphical EQ (low - high range).

Needs a graphical frontend, so put Peter's Equalizer
Peace.exe in the \Program Files\EqualizerAPO\config directory and use that to set everything.
You can set an option under "Peak value meter" to prevent clipping -- but, if you notice it clipping (play something while adjusting to see if it does) you should probably pull the pre-amp down some (pre-amp is at the top).
But it's still useful for those quiet YouTube videos that are so darned annoying cause you can barely hear them in a quiet room with the audio at max.
