Since I doubt you have the response capacity I do (pressurized gasoline vapors and a vacuum-sealed anything, give 'em a bass thump that'll take the floor out from under them), either start screaming and smashing things loud enough for them to get the hint, track them down and hurt them, or get a sledgehammer, find their door, and simulate what their speakers are doing to your head on it. For good measure, scream lines from The Shining every other swing.

That's pretty hard to do without roasting yourself, though. If you wanna go that route, find the circuit breakers. Power surges and manually throwing them look the same, so yeah.

Or, if you don't know where the breakers are, wrap some copper wire around the end of something long and insulated, have the ends of the wire sticking out, and jam them into a handy wall socket. Instant blackout, particularly if it's an old electrical system.
