I would think that all 4 are top notch leaders. The main differences that we have to judge them by are perhapes more based on circumstances than their qualities.
Wolf, led the Galetea through a ton of the most intense early battles of FS1, against what some might say was the most dangerous period for terrans and vasudans, givin that they were still fighting each other, the technological defficiencies (sheilds, guns, sensors, ect.), and knowing almost nothing about the shivans. Thus Wolf fought under the most trying of circumstances compared to the other 3, and to gain victories in

of those battles says

to him. Perhapes the others would have done as well, but circumstances dictated other wise.
Same goes for Shima, as commander of the Bastion, she also fought in

of the early battles, but survied the Battle for Deneb unlike Wolf, not that it really was Wolfs fault. Circumstances placed her in position to gain her greatest glory, by leading the fight that resulted in the destruction of the Lucifer.
Petrarch and Bosch I would think are on a different playing field entirely, given the vastly different circumstance between FS1 and FS2. When it is all said and done though, I find it too hard to pick one over the other, but since I take liking to the Galatea, Ill go with Wolf hehe
