Nietzsche doesn't work if you're having 'purges'.

The best way to go about it is to cut all help and support for people who are 'undesirable'. If they're willing to work, they come back into the light. If not, they die a horrible, slow, lingering death which serves as an example to others.

And by having an entire underclass of people carefully penned in and guarded by armed troops, you've got an entire army of people to abuse and to do your dirty work. Offer them a way out if they murder your political rivals and voila! Your rivals are dead and there's no way to tie it to you.

Keeping them around is inconvenient and takes resources away from those more worthy.  And I don't see why you can't have a Nietzchian purge.  Those who fail are removed.

And there will be no political rivals.  If people need to be eliminated, they will be eliminated.

Nah, you need to keep them around so you can manufacture threats to the freedom of the people and to be used as fodder in The Games[/u]. Because regardless of how total your control over the people is in physical terms, if you annoy them enough they'll rebel and you'll be outnumbered 6 billion to 1. I'd rather be falsely perceived to be weak and be attacked en-masse, than appear to be falsely perceived as strong and attacked by a small force.

The key to any leadership is to turn enemies into 'friends' whose prosperity relies soley on your maintaining power. Thus the legalising drugs thing, I'd annihilate crime, give all the big dealers massive amounts of legal cash and before they got it I could have them wipe out all the threats to my power through a series of 'gang wars'. Then I'd become a hero when I 'negotiated an end to the violence'.
