a signing statement is nothing more that a president's opinion. it merely expresses the way he intends to inforce the law. he could just easily not make any signing statements and enforce the law the way he chooses. so far there is nothing really unconstitutional with making signing statements, at least until the case is brought to federal court. what is strange is that they want this bill so they can take a _civil_ suit against him, which probably wont be able to occur untill after he leaves office because all civil suits brought against a president are postponed untill after his term. anyway, its kind of a strange way of checking a presidents power, and probably wont pass through Congress.
