Mjolnirs are screwed up. It's from an unsuccessful attempt to make them spin on a dime and attack things.

I've corrected the problem, and the download at  http://www.navgear.com/decline/Shivan_icons.zip  is up-to-date. I'm also submitting the fixed version to HLP.

If you are unsure which version you have, check the readme.  If it has the date 3/15/2001 at the top, then your version is current and correct.
