I'd rather say "final" than "stable" but yes. The internal release is probably being tested by the Upgrade Project elite in order to determine whether there's still something to be fixed. Eventually they will be released to us normal people as well.

Then the only way to get rid of everything is to change build to 3.6.9 and MVPs to 3.6.8z. Well... OK

...or you could simply deal with two extremely minor graphical issues until such time as the final VPs are released.  It's not as though the game is suddenly rendered unplayable because you can't see a beamglow or two.

No, the one that is in progress and will be released once it is stable. If it was stable already, you would already have it.

if you want it to be realeased quicker then bug test , both the vps and the builds..... multiplayer bug testing ,trying the maximum number of mods etc , then pass your info onto the ppl who need to know and with that things will go so much faster;;;;;;;
