So I have this female friend 17 years old and recently broken up with her boyfriend. Today she expressed a desire to be able to, not fully, but partially fulfill her sexual urges with some type of tool (dildo, vibrator, etc.)

Here's the funny thing - I, or some other over 18 year old, will need to pick one out and buy it for her.

Am I the only one who thinks that a 17 year old girl / woman should be able to buy something to masturbate with? Legally? I think that's a really stupid law that prevents that from happening.

That would actually be illegal in the US.  There are several things you could be charged with.  There was a case near where I live where a mother bought her daughter one and it landed her in jail.  Not some misdemeanor either a felony with the whole children serveries involved and everything.

Heck there are still a lot of places where it's illegal for adults to buy or sell them.  I think the whole state of Texas has a law against the sale of them.  There was a big deal made about it a few years back.  They were busting housewives for having those sales parties.

No I didn't, we're not going out and neither of us would be comfortable with that.

I am just guessing, in Poland the law says so... 15 (!) to 18 can get laid, but the parents must know and declare consent. This is totally absurd... Imagine asking your parents-in-law-to-come... "Hey, can I do this with your daughter?" 

The problem with the law is that it doesn't take into account a girl's (or boy's) puberty. I mean, it starts way before 18. So they are left without means to nullify the sex-stress. Morover, whose parents really talked to children about sex 'n' stuff and how to deal with it? You're left with yourself, your hand or whatever and dichotomy of society and religion (catholics for example... no sex before marriage... masturbation is BAD and stuff... and at the same time half-naked models in the tv or on the billboards - this sucks...)

I say, go buy her something really nice and screw the law. Nobody will know anyway. And it's not like anybody here is gonna sue you or tell the Police about it...
