Below is my current error. I'm guessing that I'm just missing a media vp, so I'm redownloading in case I missed one from the initial zip file, but how do you submit a new bug or correctly search Mantis for a resolved issue?

Well the not so simple answer is there is more then one Mantis.  SCP has a Mantis for the code that is linked at the top of the forum.  http://scp.indiegames.us/mantis/  although it has registration problems that are currently being worked on.  In the case of a specific scenario such as yours with the MediaVP mod you can find the Mantis for those here:  http://hard-light.net/mantis/main_page.php

For your error there should already be a patch.  If you have the MediaVPs you will need to download the patch as well.  I don't have a link to it memorized (yet) but you can find it in the FreeSpace Upgrade Project forum.
