I seem to recall there was some welfare reform and tax cuts done by Clinton's Republican Congress.

The Clinton surplus was due to increased tax revenue. Spending went up 30% and tax revenue went up 80%.

*sigh* People need to look at the data instead of playing 'my partisan team'. It's like listening to Twilight fans.

Executive doesn't control the budget. At all.

The Clinton surplus was due to increased tax revenue. Spending went up 30% and tax revenue went up 80%.

This is more like it. Congress increased spending, as usual, but lucky for them the economy was roaring enough to more than make up for it.
