ehh i dunno - it was CEMENTED in.  i agree with them - that's unusual enough to warrant investigating, especially since it wasn't just at some random place - it was at the load bearing post of a bridge.

I suspect the worst of the damage would be scorching to the piller

without any real shrapnel, high explosives alone wouldnt do much to the concrete. bombs are usually made with ball berings or nails, or something heavy to act as shrapnel, usually surrounding the explosives. im sure the explosives could turn the plastic casing into lethal projectiles, but you would need a pretty beefy shape charge to damage a block of reinforced concrete.

A shaped charge can penetrate up to six times its diameter depending on material. However, given that the best place to put such a charge in the robot would be its body and that doesn't appear to be more than three inches in diameter, and the charge would fire down...

I don't see how there was ever any real threat to the bridge at all.

Obviously some good samaritan cemented it to the ground to prevent it from rampaging through the city.  Just look at the little bastard, doubtlfull the bomb squad would have had any chance of detonating it if its mobility wasn't impaired.
