Except the problem that contradicts everything else?  How the Emperor demanded a second one constructed upon hearing of the destruction of the first?  How their very existence is due to the Tarkin Doctrine, which is Imperial-era and not clone war-era?

Humph. It is possible that #1 is already under construction then since Tarkin didn't order it but the Emperor did. Tarkin was just given control over it. And obviously #1 took longer to build since it had to be researched first, even if it was smaller than the second. And BTW, to whoever said that #2 was deployed one month afterwards.....Episode 6 is four years after Episode 4. :D

But I agree with Shrike. HOW THE HELL IS THAT POSSIBLE????
