More heat energy is put into your house than electrical energy is put into your heat pump.
Less heat energy is put into your house than the sum of the electrical energy put into your heat pump and the heat it's pumping in from the outside.

But you're only paying for the electrical energy. It's all just different definitions of efficiency.
