To give an example if beauracracy not making sense:

I work for the public safety department in my university (ie I work with our police.) We have many vehicles, and we hardly order more because it takes awhile to approve our budget (almost over a year for one year's budget). However, we also have a vehicle that has been dead for possibly four years. We never scrapped it. Why?

Because in order to do so, we have to get another department at the university to inspect it (Transportation Department). Then we also need to pay to have it scrapped.

Rather than having transportation folks tell us that our vehicle is inoperable and then paying for them telling us what we already know, we just leave the van parked in a lot. It has not moved from its last spot for four years. We still have to take inventory of it, however.

It's frustratingly slow and painful for those inside it, but we understand why it exists.
