How does this administrative stuff work? Is there a group of third-party people who do not participate in NW but decide on the legimitacy of new technologies and so on?

No, you just make your OOB as you see fit (using an existing OOB as template is advisable) and post it in General discussion where it can be reviewed by all players. And after that if it is approved you can play.

There are certain rules wich must be followed. For example if you make a mining nation your military isn't all that big but trade is good and due to that your relations improve more easily.

Or you are an imperialistic society with a strong military but a weak economy.

(these are just examples.)

Not really. But mods (Ace, Zeronet, Kamikaze and Crazy_Ivan80) and Shrike make sure you're not all "SuperNova Cannon - Fires stars at people and them makes them explode".

You basically decide some vague stuff about your nation and develop things accordingly. Like Tiara said, if you've got a super-ultra military you balance it with something like lack of resources or inability to interact peacfully/productively with others. If you're a secretive, spying type nation then you'd probably focus on espionage and have stealthy but weak ships. Etc etc.

It's vauger then Libra Wars because it's a STORY DEBATE which emphasis on STORY. Overall it should be more about character interactions then pure fleet standoffs. Also more on tactics since you can detail those very well.

For instance, the CWA relys on forward siege weapons for long range bombardment and then has short range defensive weapons. So in the stories fleets attack accordingly. (such as englobing CWA positions to attack multiple faces so not every ship is being hit by the full power of the front weapons, etc.)

Now when NW is finished with, I have some ideas for the NW prequel (well NodeWars 2 would be a prequel in the NW universe) which would be a more detailed in the rules Role Playing Strategy game during the Terran-Vasudan war.

...but it's not that simple. I suppose everything goes smoothly if all you want is to have the template empire; maybe that's the problem, I've actually come up with my own ideas instead of copying and pasting the template. Other than that, I don't see why I should get crap for an armored freighter or mining drills welded to jato rockets.

Maybe I should add something to the story thread in which Yosemity blows his brains out or something. :P

I'm sorry I couldn't play, but this summer so many others things have come up that its taken most of my time, and I practically forgot about it.

Oh well, if anyone wants it. Its yours...
