Looks more like you're building bionic soldiers rather than armour.  Though the blurry image of a upper tier cyber trooper looks like a Exo Suit from Ghost in the Shell.  The IGN article has some more detail and screenshots.

I dunno. While a whole squad of cyborg commandos sounds awesome, some of the genetic upgrades look really powerful as well. I'll probably wind up using at least a few 'hanzers, seeing as they appear to be actually-useful S.H.I.V. substitutes.

They said you can finally change the language your soldiers are speaking, a nice upgrade. They are going to nerf the Squadsight+Opportunist combo. Lastly, can't wait to rocket punch a chryssalid in the face.

Opportunist don't get nerfed actually, but squadsight will. It can no longer crit unless you use Headshot. On the other hand, they reduced the snapshot penalty to 10% from 20%, probably because nobody use it.
