Not Scandinavian to be exact... Finno-Ugric language, Estonian in fact if I'm not completely wrong... :drevil:
As to the meaning, I think the beginning goes like "How could anyone translate what (...) " but the rest does not compute. I don't know how the Estonian cases go, I can interpolate that "kirjas" definitely has something to do with writing or text, and "sa oled" is most likely similar to "you are", but the small words might have completely different meaning than what they have in Finnish so they make things harder...
Tropp seems to be a key word there, and I haven't got any idea what it could be.
And I could probably guess some of the meaning from the context, but I don't really know Estonian, I just recognize it and can pretty much guess what it means if the words happen to be similar to Finnish. :rolleyes:

You're on the right track. I'll give you guys a hint: each "--" seperates a word; therefore four words total.

I tell you a secret, I have in all secrecy constructed a copy ETAK device, that's why it was so easy to break that encryption, as Shivans use a similar one in their communications. It just interpreted all letters as capitals (and inverted one parenthesis for no obvious reason)... when the mu is converted to standard form (µ) the third line starts to make more sense... in a way.

1 (8/4) is either 12 or 2, depending on the purpose of the parentheses. Based on other values in the code and the application of basic math operations, I'll say the first value is 2.
Note: I'm using dashes to separate "words" for simplicity.

You -- o 8 100.2 -- 0.2 10 8 u -- o 12 o 8 y.
The biggest challenge here is generating a numeric key for those values. If it's a random number/text arrangement, then...Ugh...
