If that means backwards [browser] compatibility, then yes.  For it to actually be backwards-compatible, the feature would have had to have been a part of a real standard at some point in the past, which marquee, glow, and a number of others never were.
who needs a signature? ;)

oh, we get a lot of american shows.

it was on one of the more common channels too, for a while. they showed it in the middle of the day. :)

hehe, no. fortunately we believe in the power of subtitles instead of dubbing. kiddy movies and stuff like that's usually dubbed alongside the original language (that is, you can choose what showing you want to see, the dubbed or the subbed one).

I think that's a big reason as to why swedes are generally quite good at english even if it's only second language to most.
