Rotating a part of a ship model

Alright, so I'm at last venturing into the wild world of ship design.  I'm using Blender (which is alright...if there's a better FREE program for this, I could use a clue).

My question is, how does one get a part of the model to rotate, ala the GVG Anuket?  Is that done in the modeling program, or is it a coding thing (in which case I'm sunk)?  Basically what I'm shooting for is a turret-mounted "ring" that rotates around the main body of the fighter.

You set up rotating parts after model conversion in PCS and in the ships.tbl (a text file).

All you have to do for that during modeling, is to place the pivot of the submodel (that you want to rotate) in the right place, meaning where the rotational axis will be.
