Meh, capacitators are a lot less dangerous than they're made out to be. Like most things, really. I've taken apart a fair share of power supplies (with the huge 250 and 300 volt capacitators), even unsoldered the capacitators themselves for other projects, and never had a problem- I'm sure some of them are STILL charged.
Basically, unless you touch BOTH terminals simultaneously, and aren't, say, resting your arm on the shielding, so that your body IS the easiest route for the electricity to travel through, you'll never get a spark. So phenomenally stupid, near-unconscious people should stay away from monitors, yes. But that applies to electronics in general. Or heavy machinery. Or anything more complex and "risky" than a pencil.
