AdminCP -> Templates (Modify) -> Default (Show All) -> forumdisplay_announcement (Edit) -> Delete: $announcement[usertitle]

Update: Changes made.. nothing changed. Another solution?

*grins* changed all the templates (as well as Default there's an alt_01, 02 and 03). It works. Enjoy.
