It's down to a predominantly Catholic population where the church holds significant sway when it comes to political popularity. AFAIK it's legal for cases of danger to the mothers' health (but very rare in that case anyways; the Irish medical licensing board still considers it malpractice and I'm not even sure if it ever occurs as it is only supported by a muddy legal precedent), and thousands of Irish women are forced to go to the UK for abortions (45,000, I
think since 1987). For some reason it's also illegal in N.Ireland, I presume because of the Republics objection to it and the potential for NHS overload from women coming across the border for it.
Until 1995, there were restrictions on both the right to travel (for) and the right to receive
information about abortions in Ireland; offhand I believe it was the EU (Maastricht treaty) that forced the 1995 change.
