I purchased the domain a while back with intention to do this, but I ended up just using it as a sub-domain for the official FSPort/SA/T-V War Project/TBP mirrors I host.
I feel like publicizing this is a good idea now, as I *seem* to have most of the show-stopping kinks worked out.

Uploading - The maximum file size is 1 GB. If your file is larger, or near this size and fails to upload, you can contact me at achtung-at-nukelol.com and we can work something out. You don't even have to register to upload, you can simply go to the uploads page, fill out the info, and upload your file.
All files have to be approved by an Administrator before appearing, but this is usually a very quick process and may be eliminated very soon. *UPDATE* Files uploaded by members now instantly appear in the downloads section! Guest uploads still do, and always will, need approval.
Project Hosting - As I have been for a while, I'm more than willing to give someone hosting for their project. You will get a sub-domain of freespacemods.net, fsmods.net, nukelol.com, fathax.com, or failnet.org. I can also use DynDNS sub-domains. Disk Space and bandwidth are negotiable and depend on your needs. You get full FTP access, a MySQL database if needed, an e-mail address if needed, and SSH access if I feel you can be trusted with it.
