I also thought you meant tbp let you use release2 stuff, but since that's not the case i'd make a regular freespace 2 campaign, and a tbp campaign when release 2 brings us

more ships to work with.

their official answer is, "When it's Ready"

Supposidly they have

of it done so i doubt it would be that long, but there is no publicized target date.

Release 2 was sapose to be a belated christmas present, so i`d say within the next few months..
