What program does anyone use to create the speech effect for Vasudans? (not talking about vasudan talk wav) but the english sounds used to blend with the Vasudan talk that gives it a semi-static, yet understandable, sound?

Well if you want, you could just take Microsoft Sam's voice and then mechanize it further, but you'd only want to do that for one Vasudan, as even the translators sound different.
