Actually, it's a fairly simple process, and hasn't changed significantly throughout time. Basically, whenever people are dumb enough to create a government that restricts their rights too much (fairly regularly, that), the governmetn inevitably overdoes it, the larger part of the population revolts (or a small part, with the support of the rest), deposes the government, kills everyone associated with it in a bloody purge (generally), and, after a bit of fuss and a few thousand deaths, people are freer than ever. Story of history. It works regardless of technology or situation, simply because the government is never that far ahead of the people, and any attempt by the government to make itself exist entirely independently of the populace (which would tip the scales, if successful) is enough to start the revolt.
'Course, I doubt that the US government will arrive at that point for... oh, maybe a hundred years, give or take some decades, which is part of why it pisses me off. I'm not gonna be around in a hundred years, I wanna revolution now! Inject some point into this generation's wasted lives!
