Indeed. There are all sorts of crazed laws in Britain, but they are relics from centuries ago.
For instance, until recently there was still a death penalty for starting a fire in a Naval Dockyard.

It's like the one about Hackney Carriage drivers (Black cab drivers to you non brits) having to keep a bale of hay in the boot by law. The law was passed when they were pulled by horses and was never repealed.
