You should be able to set the ICQ client so that it only takes messages from people on your list, or at least that's how it works on Miranda ICQ.

Adding them to your "Invisible" list makes it appear to tham that your never online so that may be an option too, especially if they keep adding themselves (another reason to enable permission based contact list addition) to your list.
