All AI ships were already allowed to carry turrets, including fighters.

Player ships other than bombers were not allowed to carry turrets. This restriction has been removed.

Now somebody convince warpcore CVS to come back up and Inquisitor to hurry up and give me CVS write access so I can commit it.
