To Stealth: I was thinking about: General Assembly, Vasuda Imperium, Security Council. But in a field of view, it is right, too.

Yeah, that was the site the player first saw them, but they were first spotted at Ross 128.

Not to be anal, but the Shivans first attacked outposts of little importance along the fringe of GTA space.  Ross 128 was a system of more strategic value, so the loss of contact there was the first to actually be noticed.  From Volition commentary.
