I'd imagine it wouldn't be too difficult to do with ingame chatter and some character developement through situations and unique missions, but it would be a diffinate challenge, as there are only so many things you can do in a space sim.

And on a semi-related note, I'm really starting to want to do that Cops campaign.. hmmm.
