It looks like he was trying to re-create the "Sacrifice Of Angels" mission, so the Breen weren't involved at this point.  Needs Dominion Battle-cruiser, Cardassian attack ship, as well as several classes of Federation starships (Steamrunner, Sabre, Nebula, Exelcior, Periguine class fighter shuttle, Intrepid, etc.).  You'd also need Klingon ships for later in the mission, but we'd be talking a major system crashing mission by this point.
