shinemaps are very simple, the brighter the more reflective, so if you want low reflective maps just make a map of 1px x 1 px with a dark grey tone.
But it will be better to have custom shinemaps based on your own textures, they can generate an effect similar to bumpmap, you can even use the textures as shinemaps, and you can also force different shine colours.
or you can use a commandline with fs_open to reduce the shine effect, I don't remember the commands nor the parameters thought, but there should something in the readme
