Right now, I can say for sure that we have new cutscenes, new interface art (including a whole new Main Hall in the classic FS style), new models (for ships and installations), new weapon effects, new background effects, some fixes on things that were problematic on the standard FS2 (such as the subspace tunnel mapping problem), and more misc stuff, such as the low-orbit planetary models.
As for audio, we don't have much in the way of new developments, mainly because we lack the people to work on it, but we'll at least have new soundtracks for the cutscenes. I also don't plan to release the campaign until we have full voice-acting done.

Hm, lemme think. We're using all new map options (shine maps, glow maps, etc.). We're using the new beam features for animated beams. We plan to use the skybox support to its fullest, but work on it is not finished yet. We also plan to use all new cool engine effects and the like. But while some of our models are way above the normal FS2 polycounts, we're not going out of our way to add useless polys, so while HT&L will be useful, it won't be a requirement. I didn't have much time to follow the most recent developments (in the last month and a half or so), so I don't know if there's anything brand spanking new that we could use.

As I mentioned, at least for the cutscenes. We don't have plans for a new extended game soundtrack, but a couple of tracks for specific events are being considered.
