I would almost agree with that, however, just to keep the job market growing, I'd do something a tad different:
0.5-0.85% state income tax on citizens, flat sales tax of about 0.5%. Prohibit any other taxes from being implemented, or any current taxes from being increased. Net result: if the government wants more income, they have to make more jobs. This results in more residents spending their income on commercial items, which helps feed the sales tax.
And the income tax would scale up slightly as the overall income of the resident increases. And the forced increases in the number of in-state jobs means you'll have a larger follower base for when the revolution comes.
