I base the system on the SPECIAL rules made by Black Isle for Fallout.
Some facst:
-No classes, no class/alignment based restrictions
-My system won't use HPs, I'll try to create a Cyberpunk 2020 style system with deadly close combat and wounds.
-Perks will be given after 3 levels
-Skills continously increase by assigning the xp you gain during using some skill to the said skill - so it will be simply put: practice makes perfect
-Specialised Skill development: if you have a IMI Desert Egle and you keep using that, instead simply raising you small arms skill you'll receive many skill points for that particular level, less for using huge handguns, even less for handguns, and the least for small arms.
