and KT honestly were do you get your information on the way the federation works, I mean it's well established that it's simply a terrocracy set up only to enrich the humans at the expence of all the rest of the galixy, selfishly going to world by world, imposeing there values on alien worlds that had done quite well on there own, I mean just look at the ferengi, there on the verge of socal colapse all becase they posed an ecconomic threat to the federation. and you want to talk about environmental damage, look at the Hekaras Corridor, on stardate 47310.2 it was turned into a waist land due to the calous use of high warp through the reagin despite knowledge that it was causeing problems, the federation promptly spun the situation claiming that the good Doctors Rabal and Serova who had discovered the problem and were trying to corect it caused the rift, with distortions and outright lies, this is just yet another of an endless stream of examples of the Federations laack of giveing a damn about the rest of the universe so long as it doesn't have to bother it's self.
