Goober, you're mistaken there.  For a rational number, that a and b have to be integers.  That's straight from a math textbook.  Otherwise, you could make the argument that i/2 is a rational number, even though it's imaginary.

Yes, that's the definition of the set of rational numbers. However, there are ratios that are not in the set of rational numbers which are ratios with non-rational a, b.

Ratios != Rational numbers.

CAS: cos="the one next to the angle"/diagonal
TOA: tan=opposite/"the one next to the angle"

Not the hardest part, at all.  Once you get to the point you need 3 of those calculations, plus 2 times pytagoras, plus a couple of sketchy geusstimates about the shape of an object just to answer the first part of a question, you know you've hit a 'fun' bit.
