Well, exactly how are children and teenagers going to vote?  It's illlegal.  That ~45% of the population there, so 40% +45% = 85% which means that only 15% of potential voters didn't vote.

My family and I couldn't vote because of registration and residency issues. So that knocks out 4 of us...
