The new installer is up to 370 downloads on the SCP site. It was up to 200-some before the news post on HLP.

Sort of. Interplay still owns the IP to FS2 AFAIK, meaning you can't host stuff without their written consent. Except, in the license agreement it says you can distribute FS2 to friends so long as it's nonprofit.
The minimum amount of files are:

Not sure aboutFS2.exe (The original launcher) - although you might be able to just use the fs2_open launcher.

With that stuff you can pretty much drop in any old EXE, after running the launcher, and play it. For the newer fs2_open stuff, you'll need the appropriate DLLs and mv_core.
Edit: FYI, the retail VPs take up 682 MB when RAR-compressed. The zpack takes up 113 MB, bringing that to 794 MB. It might be worth looking into making a single-CD ISO for a full install of fs2_open using an 800 MB CD.
