No, there isn't going to be a Freespace 3. Yes, this has been asked before, and a lot of people get really annoyed when it is.
Although if you read the FAQ you'd know that.

Lets be fair here - it's pretty damn immature for us to get all worked up if someone asks about FS3. If you look at it sensibly, it's a good thing that people ask - it means there's interest in the series still.

This is a frequently asked question and some people seem to get a bit worked up by it. FS3 is not coming; the situation is that FS2 made a bit of a loss, owing partly to bad advertising (the publishers, Interplay, didn't want it competing at the same time as a Star Trek game they had also released, and thus cut back).
Interplay owns the Freespace brand; i.e. the rights to publish a Freespace game. The original developers, Volition, are now owned by THQ - a rival of Interplay. This means that for Volition to make FS3, they'd need THQ to authorise buying the license from Interplay. Interplay, as it stands, are massively financially troubled, and would be unlikely to be willing to pay another developer to make FS3.
Now, there was talk a while back of Derek Smart buying the FS license; this sparked a bit of a major outcry here, because Mr. Smart isn't the most likeable character and also makes fairly shoddy games. (He also probably couldn't afford the license anyways).
As it stands, Interplay - as far as we know - own the licence and aren't interesting in making an FS3. Volition would like to, but they'd need THQ to finance it, and THQ probably won't be willing to spend on a non Britney Spears game. As for other developers, AFAIK noone worth a damn has shown interest; there was a rumour of the developers of the X-wing games being interested (IIRC), but that never came to fruition.
