Why do Trek handheld phasers disintegrate people and make them disappear, but ship phasers don't make other ships disappear (even when shields are breached)?

Organic material vaporizes with much less energy then metal?

You're much more likely to kill a ship with secondary effects then with weapons, anyways. Internal explosions, fire, letting in the outside. It's been that way for as long as we've been shooting at ships, no reason it should change.

same reason why a shot from a tank with blow a person into bloody chunks but not a building.

Jullianne fries are  very thinnly cut french fries.

And a phaser is only an internal  combustion device. The govt. has known about them for years. It causes the methane gas inside you to instantly combust. So, if you don´t want to die a horrible death, start farting more often.
