Blue Lines around boxes and corrupt text

I keep getting blue lines around the interface art and all the text is corrupt, how do i stop this from happening?

AMD Athlon XP-M 2600
X800 XT PE using Latest Omega Catalysts
1 Gig Ram

Turn off either "Enable 32-bit textures" or AntiAliasing. I reccomend turning off the first one personally as is it a huge memory hog.
