one thing I can disurn from that  reagon is that it is a photo taken in the winter, it's a froze over resivour. the only thing I can guess is there was some sort of technical screw up in the camera caused by the bright ice and the dark water.

i was told by a photographer that its similair to that when u look at frozen water under a microscope. because the satalite is so fuggin high up, the pic gives an impression of a microscopic image. its wierd but its mainly cause of perspective.
