All it boils down to, in terms of the military--is that we get Wiccan chaplains (yeah, there's gonna be a lineup, right?) and there's another option to pick from on the form for getting your dog-tags issued. "All" is a pretty inclusive word. It does not allow the possibility of exceptions. "Most" is the word you're thinking of.

Strangely enough Hindus and Buddhists consider themselves to be civilised. And besides, I'm civilised and I don't believe for one moment that that "freedom and human dignity" comes from a "Creator". Actually it just shows how lunatic your religious right-wing is. They're pretty insane in western world standards - even though there are complete drooling mongoloids in most other countries as well, they're nowhere as visible as US religious freaks.
