If this is in the wrong section, move it please. Now then.. where can I find a program that lets me watch .EFF files?

That´s pretty simple. Use a PicViewer like Irfan View. Put the files (mostly dds) in a folder and open the first frame. Now use your mousewheel to switch fast to the other frames. It´s a bit like laterna magica, but it it gives you an impression, how it looks ingame.

But maybe there is a tool to watch them, too. I don´t know.

Well, yeah, I can do that, but... I'm trying to get the files for the 3D shockwaves to work. Ingame, it doesn't use all the .dds files. So, I want to view the .eff to see if it uses all of them outside of the game.

AFAIK there is no tool for this. Just do what Psychonaut suggested. That's the way I'm used to take a look at WIP effects too.
