I was wondering if the new Radeon 9600 SE will be able to run 3.6?
I have to get it half-height for my machine, and it's the only really good budget card that comes in that size.

Will it be good enough for the SCP and other games?

biggest difference between SE and regular/PRO is the 64 bit bus(se) vs. 128 bit bus(reg/pro).  Framewhores will complain greatly about this, but they think everyone else is a Framewhore also and thus try and educate them on the "failing".

Will it perform like a 9600 Pro?  No
Will it be leaps and bounds above what you have right now?  Probably, if you have anything lower than a GF3 anyway.(what do you have right now anyway?)

Compare the specs of your current GPU and the specs of the 9600 series as seen here.

If everything(clockspeed, amt of RAM, ect) is better than what you have now, and it fits your budget and computer(sounds like you need a new case to be honest), then go for it.

Right now I have an onboard Intel 8-somethin-somethin graphics accelerator. So basically garrny's porrige stew with an afterburner tied to it is better than what I have

I wouldnt reccommend any "SE" product, but if its the only thing you can afford it should be okay. Don't expect to run all features with it though. You WILL be able to run FS SCP but not at a full extent.

Light, that's what I was getting at.  ATI's SE series and Nvidia's longer running MX series are not designed to perform like their more expensive brethren, you shouldn't expect them to.  Given what he has, he will have a transcendant graphics experience comparitively.

Actually I *do* recommend the new 9800 SE's for the reason that they can be soft-modded into 9800Pros (or was that XT?) now.  Unlike the earlier ones.
