can anyone please tell me exactly how I use a mod and a media_vp folder?
what do I have to change in the mod.ini, and what would I call the folder?

You can call the folder anything you want. I use mediavps. or you could call them media_vps.
Just remember : no spaces, ever, this includes mod folder names too.

In the mod ini for a mod, you should see this :

[multimod]
primarylist  = ;
secondrylist = ,mediavps; <----change that to the name you choose for your mediavps.

Use mediavps. I'm trying to get everyone to standardise :)
