You have to pay at least once to get the license and be a legal player.
Once that though, you can buy the timecode off others who are too lame to do well in-game, but too rich in life to quit.

Mind though this is all second hand recount of circumstances, as I don't play, but some Hungarian forumites I know do (....and BTW us Huns form a big clan on the servers, so watch out!).
